1. Overview
VOTEX ($VTX) is a governance utility token designed to give its community a direct voice in the development and direction of the VOTEX ecosystem.
The governance system is designed around three principles:
- Accessibility — make governance simple for everyday token holders.
- Transparency — make proposals, voting rules and results publicly understandable.
- Community Participation — give eligible VTX holders an opportunity to participate in important ecosystem decisions.
VOTEX is designed to use gasless, off-chain voting. A user can vote without submitting a blockchain transaction for the vote itself.
2. Governance Mission
To give the community a transparent, accessible and meaningful role in shaping the future of the VOTEX ecosystem.
Governance can cover ecosystem development, new features, community and marketing initiatives, treasury proposals, partnerships, education, grants and rewards, charitable initiatives, and future governance improvements.
3. The $VTX Governance Token
$VTX is the governance utility token of the VOTEX ecosystem. Holding VTX may provide eligibility to participate according to the rules established by the VOTEX Governance Space.

4. Governance Architecture
Not every vote necessarily executes an on-chain transaction automatically. Each proposal must state whether it is advisory, treasury-related, administrative, signaling, binding or on-chain executable.
5. Gasless Voting
Signed messages and an off-chain voting system such as Snapshot allow voting without a blockchain transaction. This removes gas fees, speeds voting and lowers participation barriers.
6. Voting Power
The initial model may use 1 VTX = 1 unit of voting power. Future safeguards may include voting caps, delegation, quadratic voting, reputation weighting, time weighting and anti-whale mechanisms. Any methodology change should itself require governance approval.

8. Governance Eligibility
Eligibility may depend on VTX balance, Snapshot rules, delegated VTX or governance-specific requirements. A minimum proposal threshold may be higher than the voting threshold.

11. Proposal Requirements
A formal proposal should identify its title, author, objective, background, specification, cost, funding source, timeline, expected outcome, risks and clearly defined voting options.

Build a dedicated dashboard for discovering, reviewing and participating in proposals, with active proposals, voting history, wallet connection, voting power, statuses, statistics, documentation and an archive.

13. Treasury Governance
Treasury proposals should disclose the amount and asset requested, recipient, purpose, timeline, expected benefit and milestones. Significant spending may require multiple approvals, multisignature control, milestone releases, public transaction records and independent review. No proposal should guarantee financial returns.
14. Anti-Concentration Measures
VOTEX recognizes the concentration risk in token-weighted governance. Safeguards may include quorum, delegation, selected voting caps, non-transferable governance reputation and publicly verifiable large positions and results.
15. Anti-Manipulation Rules
Governance should prohibit fake identities, false proposal information, vote buying, coordinated deception, malicious attacks, exploitation of vulnerabilities and impersonation. Technical disputes should use publicly verifiable blockchain and governance data.
16. Emergency Governance
A limited process may address contract vulnerabilities, governance exploits, treasury compromise and critical infrastructure failure. Emergency authority must be documented, narrow, time-limited, disclosed and subject to community review—not a substitute for governance.
17. Governance Transparency
VOTEX should maintain public rules, active and completed proposals, results, treasury proposals, implementation updates and governance changes.
If the community votes on it, the community should be able to see what happened.
18. Community Participation
Participation extends beyond large holders. Members can contribute ideas, research, development, design, education, moderation, marketing, analysis, testing and feedback. Future non-transferable reputation may recognize meaningful contributions without becoming a tradable asset.

23. Official Governance Rule
The official portal and published documentation are authoritative. Governance rules cannot be changed outside the documented process. Contract addresses and links should always be verified through official VOTEX channels.
